[sysrepo-devel] New docker image with Sysrepo & Netopeer2

Hi,

Based on the discussion (https://github.com/sysrepo/sysrepo/issues/404) we decided to move sysrepo-netopeer2 docker file directly into sysrepo repository.
It is now located here (along with a brief Readme): https://github.com/sysrepo/sysrepo/tree/master/deploy/docker/sysrepo-netopeer2
The image will be built automatically with each commit to sysrepo master or devel branch.

The image is now based on Ubuntu 16.04, which makes it much smaller and faster to build. Automated builds contain tags: latest - master branches and devel - devel branches, tags will be also generated for all upcoming sysrepo releases - based on github tags.

Since we need to run multiple processes in the docker image, I have included supervisord that takes care of the process management.

Luka, you can delete https://github.com/sysrepo/docker-sysrepo-netopeer2 repo, or move it to sysrepo-archive. I don't have privileges to do it myself.
